The Directive Principles of State Policy contained in the constitution guides all persons and other bodies in applying or interpreting the Constitution or any other law and in taking and implementing any policy decisions, for the establishment of a just and free society.
Ghana National Council Of Private Schools, Gnacops see it that there has been a breach of the law by the Ghana education service, GES and in furtherance to that demand clarification for 30% allocation for public JHS students when it comes to the selection and placement of students.
In 1951, Ghana and other four west African countries signed an agreement to have the West African Examination Council, WAEC, headquartered in Accra, WAEC to assess and award school children who are transiting from the Basic level of education to the secondary level and to the university as well.
WAEC as a registered entity, limited by guarantee, will assess and award certificate to pupils without directly paying the cost but by government.
This has been the norm since WAEC started its operations in the country.
Public school pupils who write WAEC examination do not pay registration whilst on the contrary private school pupils who are also Ghanaians do pay BECE registration fee directly to WAEC through Ghana Education Service before they are allowed to write and awarded the same certificate every year, which the charge even increases every subsequent year for pupils in the private schools.
According to the National communication director for GNACOPS, Mr Samuel Nyamekye, it is very unfair and unfortunate for private school students to pay their own BECE registration fee and denied full access to Category A schools by reserving 30% for public schools. We need explanation to this, He lamented.
He said according to the 1992 constitution, article 25 clause 1 and 2, every person who wishes to operate a private business, and or school does so without any form of hindrances or intimidations.
“We are calling on Ghana education service to come out and explain to us and the entire public for such unwarranted policy to be formulated and implemented in our education system”.
